Intelligent Energy - Europe (IEE)

The programme "Intelligent Energy – Europe" (IEE) is a part programme within the framework programme for competitiveness and innovation (CIP) and represents the most important instrument of the Community to overcome non-technical obstacles that oppose a comprehensive efficient use of energy and the wider use of new and renewable energy sources.

The IEE programme aims to:

  • support the energy efficiency and rational use of energy sources;
  • promote new and renewable energy sources as well as diversifying the energy supply; and
  • support the energy efficiency and use of new and renewable energy sources in the road traffic sector.

Set-up of the Programme

The programme is divided into the following thematic sections:

SAVE (energy efficiency and rational use of energy)

  • Improving the energy efficiency and promoting the rational use of energy, in particular in buildings, for products and in industry.
  • Supporting the draft and application of legal measures.

ALTENER (new and renewable energy sources)

  • Promoting new and renewable energy sources for central and de-centralised production of electricity, heat and cooling and thus diversifying the energy supply. 
  • Integrating new and renewable energy sources into the local ambience and energy systems.
  • Supporting the draft and application of legal measures.

STEER (improving the energy efficiency and promoting the use of new and renewable energy sources in the road traffic sector)

  • Supporting initiatives for all energy specific aspects of the road traffic sector and for diversifying fuels. 
  • Promoting fuels from renewable sources and the energy efficiency in the road traffic sector.
  • Supporting the draft and application of legal measures.

Integrated Initiatives

These comprise measures combining several sectors (SAVE, ALTENER and STEER) or refer to certain EU priorities. They may refer to the following:

  • The integration of energy-efficient concepts and renewable energy sources in various sectors of the economy.
  • Bringing together different instruments and actors within a measure or a project.

Programme Processing and Monitoring in Austria

The Austrian Energy Agency looks after the "Intelligent Energy - Europe"programme on behalf of the Federal Ministry for Economy, Family and Youth and offers free-of-charge service and advice. They inform about the annual tender within the IEE programme and advise potential promoters on setting up a project application and on finding suitable project partners.
