Technical Backstopping for the Development of the National Renewable Energy Action Plans (NREAPs) in West Africa

The ECOWAS Renewable Energy Policy (EREP) and Energy Efficiency Policy (EEEP) were both adopted by the ECOWAS Energy Ministers in 2012. These include minimum targets and scenarios for RE & EE and a broad range of measures, standards and incentives to be implemented at regional and national levels.

Under the EREP action plan, all ECOWAS countries shall adopt National Renewable Energy Action Plans (NREAPs) which will contribute to the achievement of the regional ECOWAS targets by 2020 and 2030. A regional implementation and monitoring framework for the development, adoption and implementation of the NREAPs and policies in the fifteen ECOWAS countries has been developed by the ECOWAS Center for Renewable Energy and Energy Efficiency (ECREEE). As part of this, a comprehensive draft template for the NREAPs has been developed in collaboration with international experts.

The NREAP_WA project now aims to provide technical expertise and support to the national consultants and the national Goverments of the ECOWAS member states in order to develop and validate these fifteen National Renewable Energy Action Plans.

NREAP_WA Activities

The Austrian Energy Agency will act as a back-stopping consultant that supports the national consultants in developing the fifteen NREAPs, and ensures the quality and consistency of these action plans. AEA will draw on its extensive experience with the implementation of NREAPs in the European Union and with energy policy in West Africa in order to ensure that the NREAPS reflect the national conditions of the ECOWAS member states. Consistency of the NREAPs with the ECOWAS Renewable Energy Policy (EREP) has to be ensured, and other regional policies and plans (such as the EEEP, the ECOWAS bioenergy program or the ECOWAS initiative for clean, efficient, sustainable and affordable cookstoves (WACCA)) will be taken into account.

Furthermore, AEA will support the organisation of the national NREAP validation workshops and a high-level conference on the validation of all NREAPs. Finally, AEA will contribute to regional capacity building measures related to the action plans.
